(suggested by shadowknight ) Battle takes place in the Circle Tower (Dragon Age: Origins). Maya & Lilith start in the Harrowing chamber working their way down, Liara & Jack start at the entrance and are working their way up. Both teams are at full strength, have their base weapons (the ones they start the game with/ have when they join your party) and out for blood.

Ok, Here's how I see it. I think Liara and Jack have the edge here because Biotics are more versatile than the Siren powers.

Those are useful; however, at the end of the day its all the same attack. Maya has phaselock, Lilith phasewalk. Liara and Jack have far more skills at their disposal. From locking one of them in a stasis field rendering them immobile, moding the ammo in their gun with warp power(which you have said your self that all Mass Effect guns are like rail rifles ), sending shock waves that out that that hit with the force of a train and, should Liara and Jack target the same person their biotic powers would cause an explosion doing additional damage

I want to note that gameplay is nerfed compared to cutscene, Lilith can pop in and out of Phasewalk whenever, Maya can hold someone in Phaselock pretty much indefinitely and move the Phase-bubble (which is sorta-TK), without any cooldowns (Lilith needs eridium now though) and they can also apparently use Phoenix/Blight Phoenix whenever they want, giving themselves an AoE elemental aura.
I also want to note that none of what you listed really stops a singularity exploding with fire, electricity, acid and a purple goo thing that's halves their durability

That's true, but Lilith is addicted to eridium and from what I remember she tires out quickly requiring a boost by absorbing more. since this is a neutral zone that will work against her. Don't they need artifacts to get elemental enhancements though? Here everyone is restricted to powers and base starting weapons.
Biotics do need to cool down; however, the way it is in the second and third game is a game mechanic. Biotics in universe would work more like the first game, where if you use a power the one you use would need to cool down while the others could still be used. and as for TK, Liara does have things that would count (such and throw and lift) at her disposal. And Jack ripped a apart 3 or 4 heavy mechs apart in the second game (when you first meet her) with her powers alone.

They don't have just Action Skills (Phase-something), they have elemental attacks too, like Lilith has an acid melee and daze-bullets, Maya can throw Slag balls, their fire/fire+acid wings and auras, etc. Also their shields can have additional effects beyond kinetic barriers, such as spikes when melee'd, elemental AoEs when depleted, absorbing bullets without taking any damage, increasing bullet damage as long as its full, etc

Yes, I had forgotten about their other skills. As for the shields, they can only use one type at a time (I had intended for standard shields but since its not in the op....) so which shields do they have? the bullet absorbing ones, the AoE ones, or do they have access to all of them?

They could have any one of them, there's no class restrictions on anything in BL except class mods. The one I have on my Maya is pretty hax so not that one maybe but before having it I used adaptable ones that gives more hp and become resistant to the last kind of damage that hits them
