Here are the Rules but I will run you down the important stuff for creating your character.

Nationality: This is very important it gives you 10 point boost on their faction meter. Also for multi planets you can list what planet you were born on
Occupation: This will decide what bonuses you get
Appearance:
Cash: This will be provided to you. All players start with same amount which is 1,000,000
Stat Points: All players start with 50 (Veteran CS players get 50 more)
Leadership Points: All Players start with 10 even Veterans start with that.
Combat Points: All players start with 200 (Veteran CS players get 50 more)
Star Pilot Stat Points: All players start with 200 (Veteran CS players get 50 more)
Weapons: which weapons you bought.
Equipment: tools, blades, etc
Protection: Any combat suit or power armor
Personality(self-explanatory):

Now to cut it up for better understanding
Name:

These are without the need to explain. Name, Sex, age.
Nationality:
Now this is important because each faction has a faction meter which looks like this.
Faction Meters
100= Perfect relationship (Will come to your aide and protect you.)
75= Good terms (They will treat you well and sometimes they will come to you aide)
50= Neutral (Don't care about you)
25= Poor terms (They are looking for a reason to attack you)
0= Extremely poor terms (They attack you on the spot and will chase you and in some cases hunt you down.)
On which Nationality you pick you will get an automatic 10 point boost for that faction. For everyone its 50 no one cares about you however you're Nationality will make that 60 for that planet/ nation
Occupation:
This is where you selection your class for your main character. Each class has their own bonus and such.
Here are the classes
Main Classes (for Primary and Secondary only)
Former Military Officer: Gains an automatic 40 points in the Combat stats and troop upkeep is reduced by 10%
Star Captain: Gains an automatic 40 points in the Piloting Stats and ship upkeep is reduced by 10%
Businessman: You gain a 10% increase in profit from the stock market and has an automatic gain of 40 points in the Business Stats.
Covert Operative (aka spy and assassin): Gains an automatic 40 points into stealth and 20 points in combat. Has a 10% decrease in upkeep for agents.
Emergency Rescue Chief: Firefighter, Paramedic, Rescue and Recovery. Gains an automatic 40 points into Survivability and 30 points in piloting.
I'll get to secondary and Minor Characters later in this.

Cash: This will be provided to you. All players start with same amount which is 1,000,000
This one is on how much money you get from the beginning and every player starts with a million which you use to buy stuff from the market to use. I'll have them released in the next few days.
Stat Points: All players start with 50 (Veteran CS players get 50 more)
These are what you use for your main stats.
Character Stats
Combat: Your overall ability to fight in combat. Once you hit the 25 mark you will get an increase the total of CPs you gain from direct combat by 5%. Same for once you reached 50 and 75 and so on. Each of those would be 5% each.
Piloting: Your overall ability to pilot a ship in combat. Once you hit the 25 mark you will get an increase the total of SPPs you gain from space combat by 5%. Same for once you reached 50 and 75 and so on. Each of those would be 5% each.
Stealth: It increases your ability to hide and to move without being seen this skill can be transferred to your ship. The higher your stat the more effective your agents become.
Business: It increases the amount you make in the stock market. Once you hit the 25 mark you will get an increase of the amount of money you can make by 5%. Same for once you reached 50 and 75 and so on. Each of those would be 5% each.
Knowledge: Increase your knowledge of tech and history. Once you hit the 25 mark you will get an increase of the amount of CPs or SPPs by 5%. Same for once you reached 50 and 75 and so on. Each of those would be 5% each. Also improves your hacking skills.
Survivability: It increases your ability to survive from wounds and damage to your ship. The higher it is the more your chances of surviving a major wound or major damage to your ship increases.

Leadership Points: All Players start with 10 even Veterans start with that.
Leadership Points are used to hire certain officers you can't use money to hire. Officers are used to increase the Troop Limit more on that later in the post.
Combat Points: All players start with 200 (Veteran CS players get 50 more)
This is for your main character combat skills. the higher the number the increased skill you have in that field and you start off with 200 CPs and you earn CPs throughout the course of the game through direct combat.
Blades: Increase your skill with any bladed weapon.
Pistols: Increase your skill with pistols, revolvers, and machine pistols.
Shotguns: Increase your skill with shotguns.
Rifles: Increase your skill with civilian rifles, assault rifles, and carbines.
Marksman: Increase your skill with marksman rifles, sniper rifles, and anti-material rifles.
Machine Gun: Increase your skill with light machine guns and heavy machine guns.
SMG: Increase your skill with submachine guns.
Explosives: Increase your skill with anti-tank launchers, multi-purpose rocket launchers, and Demo Charges.
Grenades: Increase your skill with grenades, grenade launchers, and emplaced grenade launcher.
Heavy Rifle: Increase your skill with Heavy Magnetic Acceleration Rifles.
Energy Weaponry: Increase your skill with energy weapons.
Power Armor: Increase your skill in using power armor.
Light Vehicle: Increase your skill driving Civilian Vehicles, Light Utility Vehicles, and Armored Security Vehicles.
Armored Vehicles: Increase your skill driving Infantry Fighting Vehicles and Tank Destroyers.
Tanks: Increase your skill driving any kind of tank.
Mechs: Increase your skill driving any kind of mech.
Artillery: Increase your skill operating artillery, anti-air, and mortars.
Hacking: Increase your skill hacking into enemy computers.
Star Pilot Stat Points: All players start with 200 (Veteran CS players get 50 more)
This showcase your skill commanding and piloting certain ships and other spacecraft and you start off with 200 SPS points and earn more throughout the course of the game.
Fightercrafts: Increase your skill piloting and commanding any type of fightercrafts.
Cargo: Increase your skill piloting and commanding a cargoships and freighters.
Stealth Boats: Increase your skill piloting and commanding stealth boats.
Escort Ship: Increase your skill piloting and commanding Frigates, Cruisers, and Destroyers.
Capital Ship: Increase your skill piloting and commanding Battlecruisers, Battleships, and Carriers.
Maneuverability: Increase your skill in maneuvering your ship.
Gunnery: Increase your skill with the ship's weaponry.
Speed: Increase your skill while the ship is in high speeds.
Weapons: which weapons you bought.

Now to Secondary Characters are your second in command and is the only other character that can be a main class.

Now the stat points listed here go to your main character while the combat and pilot points go to your secondary character.
Minor Characters
You get 6 Minor Characters for your main crew Minor Characters can only be secondary classes.

Professional Soldier: Gains an automatic 20 points in the Combat stats and increase your infantry number by 200.
Agency Man: Gains an automatic 20 points into stealth and 10 points in combat. Has a gives an auto increase in agents by 5
Techie: Gains an automatic 20 points in Knowledge.
War Canine: Gains an automatic 20 points in Survivability
Emergency Rescue Operator: Firefighter, Paramedic, Rescue and Recovery. Gains an automatic 20 points into Survivability and 10 points in piloting.
Pretty Officer: Gains an automatic 20 points in the Piloting Stats and increases the ship numbers for Cargoships by 5 ships.
Gypsy: 5% increase in profit from loot, Increased the amount of space lanes you can travel per turn by a single space lane.
Miner: 10% increase in the overall amount of resources you get per mining site.
Archeologist: 10% increase price of a Relic you discover and 20% increased chance of locating Relics. Adds 20 points into Knowledge.
Like with Secondary Character their stat points go to your main character's stats and the Combat and Pilot Points go to them plus the 200 Combat points and Pilot Points per character for themselves.
Last is the AI
AI: They are wild card you can boost up anything that you want by 40 points. One per player and they don't count against your 6 minor characters limit.
