Okay so that gives us:
Spartan II's: 33 with augmentations & MJOLNIR M.VI armor.
Spartan III's: Even though they are inferior to the SPARTAN-IIs in terms of general strength, speed, etc., they were designed to be more numerous, better trained, cheaper, and expendable. They would be trained in companies of 300 to 330 at a time. The total number created is a hundred thousand SPARTAN-IIIs. the missions take took had a 100% casualty rate and usually ended with the objective completed and the company destroyed. They are equipped with SPI M.II armor. The SPI Armor Mark II had photo-reactive coating to boost their camouflaging properties. There were also numerous experimental refits to the ballistic gel layers, upgraded software suites, and other functions. Although the photo-reactive coating could mimic a wide range of electromagnetic radiation, it was still sensitive to overload, so the wearer would still be vulnerable for several seconds after a flashbang or plasma hit while the panels reset. Has been noted as a more advanced ODST armor. The Spartan's of Noble team were S-III's but had the genetic markers necessary for S-II augmentation and MJOLNIR use.
Spartan IV's: Consisting of members recruited from the UNSC's military who were augmented to be capable of wearing a new variant of the MJOLNIR GEN2 armor. While the augmentations and GEN2 armors are inferior to the S-II's they are far superior to the S-III's.

Ok, Ill start this off with Basic infantry units and working my way into special classes. (this is only a basic over view and listing. More can be shown later.)
Stormtrooper: Back bone of the Imperial ground forces. Standard infantry unit used for warfair in all but the most extreme conditions.
-Snowtrooper: Also known as cold assault stormtroopers, were Imperial stormtroopers trained to operate in arctic climates.
--Scout trooper: Specially trained soldiers of the Imperial Stormtrooper Corps. As light-armored variants of the Imperial stormtroopers, scout troopers were specifically trained for activities too complicated for regular infantry troopers. As such, they were exceptional additions to the Imperial Military as reconnaissance troops, spies and survivalists. They were especially excellent marksmen, and thus they were regarded as the finest snipers in service to the Galactic Empire. Hence, they were particularly useful as assassins.
---Sandtrooper: Or desert trooper, was an Imperial stormtrooper equipped with a modified armor and equipment to withstand the harsh climates of desert planets

The shadow troopers were an elite squadron within the Imperial stormtroopers who were assigned an experimental cloaking armor. This allowed them to disappear in virtually any environment. These soldiers were trained to use their advanced technology to ambush their enemies who they often surrounded before they were capable of defending themselves. They typically acted as reserve units that backed up standard stormtrooper squadrons and only appeared when a battle turned against the Empire.
-Shadow Scout:also known as Imperial commandos or Storm commandos, were the Special forces of the Imperial Stormtrooper Corps. One task for storm commandos was to instill uprisings on enemy systems or to subdue insurrections on Imperial-held worlds. They also served as second-wave attackers in the battlefield, tasked with holding territory won by the first wave.
EVO trooper: (short for "Environmental") were among the Empire's most specialized stormtroopers.Equipped with heavy enhanced armor with breathing tubes and undergoing special training, EVO troopers were able to survive and operate in the most hazardous of conditions such as extreme heat, acid rivers, and lightning.
Incinereator trooper: an elite specialized variant of stormtrooper, distinguished by the red markings they bore on their armor, which made them resemble Palpatine's shock troopers.They were equipped with green-tinted visors on their helmets and powerful plasma rifles. Cloned from a human stock, incinerator stormtroopers were raised with intense urges to burn and destroy.[1] They were equipped with powerful plasma rifles to burn down entire villages and cities. Their stormtrooper armor was exceptionally heat-resistant, able to withstand high temperatures.
Purge trooper: an early design-result of the Imperial Dark Trooper Project meant to be used against Force-sensitives. Parts of the droid's model would later be used to create the Phase III dark trooper. Purge troopers were large in stature, standing at twice the height of an average humanoid. Designed to combat Force-users, their primary offensive weapon was an energy blade extending from their left forearm, along with a shield to block attacks. In addition, the droids were outfitted with Duranium armor enhanced with refined cortosis which reduced the damage dealt by lightsaber attacks. Purge troopers also boasted a high-powered, medium-ranged rocket launcher providing them with a means of ranged attack, as well as magnetic tractor boots which made them resistant against being gripped or pushed with the Force-based telekinesis. The missile launcher was present on their right shoulder. The one weakness these droids had in terms of Force-based abilities was Force lightning, which was an exploitable vulnerability.
Dark Trooper phase 0:The original dark troopers were not combat droids but cyborg clone troopers with over 70% body parts replaced by mechanical components. They were armed with standard blaster rifles and modified stormtrooper armor. Their cybernetic modifications included prosthetic limbs and organs and a life support system.
-Phase 1:The Phase I dark trooper was the earliest dark trooper and was little more than a lightsaber-resistant phrik skeletal frame equipped with a vibrosword attached to its right arm, and a blast shield on its left. It served primarily as installation sentries. The phase I dark trooper had visible power "cords" and couplinks, which made it a prime weak point. The prototype of this "super trooper" had a small jump pack for short bursts of speed to increase the velocity of its vibro blades.
-phase 2:The Phase II dark trooper was equipped with the external elements—the suit, a jump pack, and an assault cannon capable of firing 400 plasma shells and 20 missiles without reloading. They were also armed with the deadly ARC Caster, which shoots out powerful bolts of electricity. Because of these advantages, Phase II dark troopers were the most common combat units.
-phase 3:The last and most powerful dark trooper was the Phase III dark trooper, which dwarfed even the Phase II model, and was intended to be the armor of the next generation of stormtroopers.
--Triumphant-class dark trooper: a variant of the dark trooper, a deadly next-generation stormtrooper battle droid used by the Galactic Empire.
-- Inquisitorium dark trooper: This Dark trooper design is strikingly similar to the Phase III Dark Troopers, with the exception of their size and choice of armaments. These Dark troopers used heavy weapons, but relied on pistols and shock staffs as well, despite the trooper's clunky size.
Magma Trooper: were a specialized division of Imperial stormtroopers. They were responsible for quelling revolts and other actions on volcanic mining planets such as Mustafar. They were also called lava troopers.Magma trooper armor was presumably specially designed to withstand extremely high temperatures, including some direct contact with volcanic magma. Magma troopers were also equipped with SS-Mobile-tech flamethrowers.
Grenadier Trooper: a variant of the Galactic Empire's stormtroopers. They were armed with plasma grenades and used large alloy shields for protection.
Hazard troopers: a specialized type of Imperial soldiers in the Imperial Stormtrooper Corps. Hazard troopers wore a very heavy suit of body armor that offered complete immunity to temperature extremes, immunity to acidic damage, as well as invulnerability to small-arms fire. The armor was also a functioning space suit which could keep the wearer alive in a vacuum or underwater environment for up to three days. Hazard trooper armor was lightsaber resistant to a certain degree. Hazard troopers had similarities to Dark troopers in that they were cyborgs, since they had their limbs removed and replaced with mechanical versions of them, though they were biological beings and not droids. Hazard troopers were commonly equipped with either an Imperial heavy repeater or a Stouker concussion rifle, or, less commonly, a FC-1 flechette launcher.They were relatively slow moving, but had very heavily armored suits to compensate.
Sky Trooper: a variant of the Galactic Empire's stormtrooper. Sky Troopers were equipped with jet packs.

@cross I really hadn't intended any actual battles for Phase 3's yet. And I doubt it'll be Extremis soldiers if I do. If you want to come up with matches with them you know where to go though.

Fair enough. Know that if I do that, that I intend to also add the StarCraft Terran Space Marines and their counterparts from other series that I can recall, okay?

well the Spartans are quite outnumbered but their augmentations may give them some advantage, plus a sprawling urban environment lends to plenty of interesting tactics.

What is noted is that I haven't played Spartan Ops, which fleshes out the Spartans by quite a bit more, Post-Halo 3 I mean.

I'm pretty sure the IG has a huuuuge manpower advantage. The Galactic Empire's Standard Army might be rivalling or bigger possibly, but just the Stormtrooper Corps, the second largest in this match.
As far I as know, there were only a few hundred Spartan IIs at best, and a number of companies of Spartan IIIs consisting of a few hundred each which were far inferior to the twos. Spartan IVs cannot have any more than the IIs as far as I know. They are completely outnumbered by even a single Regiment of the average Imperial guard.
Do the factions have the support of their respective Navies? In that case, the Spartans are even more boned. The best they have is the Infinity, and it can't stand up to the other fleets; regular UNSC ships get torn to pieces. IG and Stormtrooper space capabilities are more even.
I find I've got to take the Spartans as a nonfactor. They're too few, and don't have the firepower to win against either of their opponents.
Between the IG and Stormtroopers, that depends on what they are all allowed to have from their broader factions. For instance, Stormtroopers get a World Devastator=Stawmp.

Maybe, though there are still concerns about loadout lol. Especially with the IG and Storms, where you could theoretically have 100,000 Guardsmen in Carapace Armor wielding Lascannons, or 100k Stormtroopers in an equally hax situation. Don't even start on 100,000 Splazors.
