Iirc it was: there's technically a big government but since it's based on the Core Planets the outer ones are more anarchic or run by warlords and crime bosses

The Core Worlds:
When they found it, and it's high amount of habitable planets, they named it Valhalla. The main star was given the name too. Like the Throne-worlds system, they decided to name their planets after Ancient Gods of old.
Valhalla is a G2II star, a luminous giant.
Hades: class B (Geomorteus) 5,284km Diameter. Daily Rotation period: 32 days.
Hades is so named, because it is a lifeless husk of a planet, orbiting within the hot zone, the surface is scarred by proximity to the sun and pockmarked with asteroids. The only planet to have no Imperial prescence.
Haesphestus: Class Q (Variable) 8,953km Diameter. Daily Rotation Period: 16 hours.
Haesphestus was named for the massive amounts of volcanic activity present on the planet. Some terraforming was used to ensure a breathable atmosphere for those wanting to live and work on the planet. Due to the churning turmoil on the planet, a lot of companies set up manufacturing plants on the surface, this way the more habitable planets don't get choked with harmful gasses that are by-products of the manufacturing processes.
Odin: Class M (Terrestrial) 14,633km Diameter. Daily Rotation Period: 26 hours.
Odin, being the largest Terrestrial planet is the seat of the government. Most of the elite who managed to escape to Valhalla reside on Odin. Odin consists of great buildings that reach far up into the sky, large metropolises, and the most comfort one could ever need.
Odin has two moons, both D Class celestial bodies. Named Hugin and Munin after Odin's Ravens, there are several military bases on the moons, along with pressurized city domes for the extravagant and eccentric members of society.
Thor: Class M (Terrestrial) 13,212km Diameter. Daily Rotation 24 hours.
Thor is the second Terrestrial planet and where most of the normal residents reside. The planet has the highest military presence of all the planets and is where most of the military personnel reside. It is home to most of the military academies and training facilities. Thor is the most heavily guarded planet in the system, a large space station sits in orbit, ever watchful of the planets surface.
Thor was also the home planet of the indigenous lifeforms, who have been relocated to Loki.
Andraste: Class O (Pelagic) 10,546km Diameter. Daily Rotation 36 hours.
Andraste's surface is covered with 82% water, as such the archipelago regions and full of tourist destinations. Not content to cover the land with buildings, spa's resorts and a whole host of holiday spots, massive floating cities were constructed, many have deep underwater levels to take advantage of the vast ocean wildlife. If you need rest and relaxation, Andraste is the place to go.
Loki: Class M (Terrestrial) 11,108km Diameter. Daily Rotation 22 hours.
Many billions of souls clambered to the edges of the Galaxy to escape the collapse, more than even Odin and Thor could handle. The lowest class of people, those who could not afford their luxuries ended up on Loki. A planet full of refugees and the not so well off. The largest continent was given to the indigenous species, and they, along with the humans have forged a peaceful society on Loki. However, it is governed somewhat precariously, and many people from Odin and Thor come here to try and prove they're goodwill and kindheartedness. These are usually just token gestures, and some can be brutal, and will get away with it for the most part by bribing local law enforcement agencies. Loki is a harsh, trickster world where things aren't always as it seems.
Loki is technically regarded as the final Core World, but many do not class it as such due to the nature of those living on its surface.
Zeus: Class J (Gas Giant). 120,233km Diameter. Daily Rotation Period: 34 hours.
Zeus is a giant ball of swirling mass and storms. Violence reigns all over the planet, befitting of any Gas Giant. While the Giant itself is uninhabitable, it has a large habitable moon named Hera. The Giant has plenty of other celestial bodies that orbit it, but none as useful as the Class M moon.
Hera: Class M Moon (Terrestrial) 10,822km Diameter. Daily Rotation Period: 16 hours.
Hera presented quite the find. It's quicker than usual daily rotation made the inhabitants of the moon more quirky than those found anywhere else in the system. The planet is home to many research facilities working outside the Core Worlds to get away from some of the more stricter policies and laws. The gravity is also slightly higher on Hera and as such it takes a hardy sort to make a home here.
Ra: Class J (Gas Giant). 92,689km Diameter. Daily Rotation Period: 22 hours
Ra is smaller than Zeus and less hectic with it's internal conflicts and storms. The main attraction of Ra however, is it's massive alignment of Rings. Think of Saturn, but twice as large. Buried between the rings are larger moons, giving the rings a beautiful distance and elegant shapes. Hidden amongst the rings is a large research station, not that any passing ship would notice it, hidden as it is. They say advanced and somewhat illegal research takes place on the Winter Station, but no one knows for sure.
Athena: Class L (Marginal). 12,477km Diameter. Daily Rotation Period: 24 hours.
Athena differs from most of the other habitable planets by having most of it's land surface covered in large forests. Think like Kashyyyk. Big cities were constructed on the forest canopies, and eventually the cities grew like vines down and across the trees. Athena marks the beginning of the Outer Worlds, a more lawless place. The central government keeps as much control over the outer planets as it can, but local planet governors have the majority of the power.
Set: Class H (Desert). 14,112 km Diameter. Daily Rotation Period: 29 hours
Set is a large, harsh world full of huge Sand Sea's and mountain dune that range far and wide. With very little surface water it's a wonder why anyone would move here. Thankfully levels of technology didn't diminish too much in moisture farming. Large cities were built across the world, sheilded by massive domes to keep out the varacious sandstorms. Great reclamation centers turn most fluid waste into perfectly usable water. Still, not many chose to live here if they have to, and it's home to a more underworld-esque society.
Ishtar: Class M (Terrestrial). 13,937km Diameter. Daily Rotation Period: 24 hours.
Ishtar is a beautiful planet basking in the rays from Elysium, Valhalla's little sister sun. Being a Class M world, it's governed a little more harshley than the rest of the Outer Planets, and as such life is more bearable. You can still get away with a lot on Ishtar, but it is the jewel of the outer system.
Sirona: Class Q (Variable). 6,956km Diameter. Daily rotation period: 23 hours.
Sirona is a barren world at the edge of the system. The world was partially terroformed by adding great amounts of water, forming two inland seas and many rivers and smaller lakes, but plant life is still scarce on the world. Not many come out to the edge of the system and has become a haven for those looking to escape or simply get away. It is still almost impossible to survive without some for of technology and as such the world remains largely uninhabited, with many preferring the Terrestrial type worlds.
Elysium is a Class G2V, a Main Sequence star.

Here are the main criminal groups operating out of Loki's capital city. (aka The Big Three) I'll be editing them as I go, this is just to get something down.
The South-Sector Jackals Leader: "Taipan" The "youngest" of the "Big Three"; The South-Sector Jackals rose from the shadowy depths of Loki's capital roughly eight years ago, ripping control of the city's south sector violently from the grasp of the Low-town Clans. Lead by a mysterious woman known only as "Taipan", the Jackals have ruthlessly expanded in strength and influence. They are responsible for the majority of violent crimes, in the short time they have existed they have accumulated a greater body count than the other two of the "Big Three" combined. The Jackals's expansion was halted one year ago by The Red Reapers when they attempted to muscle in on Reaper turf.
The Red Reapers Leader: Spike "Death's head" Karnak The strongest of the "Big Three", The Red Reapers have been active for thirty years and are the primary dealers of illegal weapons smuggling, human trafficking, corporate espionage, political "coercion" and other high profile crimes. They with their fingers in most everything they are virtually untouchable by law enforcement, primarily operating in the heart of the capital and plans for expanding off world.
The Low-town Clans Leader: Deacon The oldest known gang on Loki (formed shortly after humans settled Loki); the Low-town Clans are a collection of a dozen smaller gangs united under one banner. The Clans control the majority of the capital cities "poor" districts and are responsible for most of the day to day crimes that plague the city though they lost a lot of ground to the South-Sector Jackals.
Today the "Big Three" have an Un-easy truce. Though fights along the boards of each gangs territory is common, these are small skirmishes done by individuals on each of the sides and not acts of full scale gang war.

I can work with that. Thanks, good job. Your welcome. Like I said, there are a lot more than 3 gangs of course, but those are the...umm....Big Three, lol, who basically run the Capital city. I'm thinking Jack would have probably seen more of the Low-town Clans when he was growing up on the streets.

I wouldn't say they runt he capitol city, Loki is still technically a core planet. But one of the larger secondary cities would fit. Don't worry too much about the connectivity, I'll sort it all out. Just set up the gangs and stuff.
